Concentration of power in the Río de la Plata. Arguments on the conformation of the Executive Power in the first triennium of the Revolución de Mayo (1810 – 1813)

Abstract

This article explores the constitutional ideas concerning the Executive Power in the first triennium of the Revolución de Mayo, 1810 in the Río de la Plata. The main objective is to show that in the first essays of the division of powers, collegiate executives were preferred. For this reason, a Triunvirato was first established. Nevertheless, soon some arguments appear in the press in favour of the concentration of the executive functions in one person. Those were used by Bernardo de Monteagudo, member of the morenist party. Monteagudo will first appeal to the roman tradition in order to propose a dictatorship. After that, he will sustain to imitate the presidential solution of the constitution of Philadelphia.
