The problem is to value the impact that the called Constitution of Bayonne had in the Hispanic American world, given by Emperor Napoleon to Spain and its overseas provinces, from this French town. With it (the Bayonne Constitution) the constitutionalism is introduced in Spain and America and its influence is made feel for a long time. Without Bayonne Cadiz would not have existed. It was a challenge and an example that can not be shunned.
